WM Technical Manager, Hazardous Waste in Youngstown, New York

Preferred: Bachelor’s Degree in Chemistry or in a Science or Engineering discipline. Minimum of 24 hours of college level chemistry credits, or willingness and ability to complete. Analytical laboratory background. Knowledge of RCRA, TSCA regulations. Experience working with state or federal regulators. Proficient with Microsoft Word, Excel, Outlook.

I. Job Summary

Provides technical guidance and oversight to ensure compliance with regulatory agencies and facility permits.

II. Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.

  • Provides regulatory and technical guidance to sales, approvals, customer service, and operations personnel.

  • Organizes and schedules all necessary resources required to accomplish activities.

  • Works with regulatory agencies to obtain reasonable permit conditions and other requirements.

  • Develops, implements, and maintains systems to support and monitor compliance and minimize risk.

  • Reviews and signs environmental and other reports and project submittals.

  • Implements waste analysis plan and RCRA regulations as it pertains to analysis and testing.

  • Reviews special waste to determine acceptability for hazardous waste disposal.

  • Facilitates the receipt of materials for treatment and disposal in compliance with WM policies and procedures, including state and federal guidelines.

  • Applies appropriate treatment and disposal methodologies to be utilized at the facility for the specific waste.

  • Makes personal contact with customers and assists them with questions and/or concerns as appropriate.

  • Keeps district manager fully informed of all problems or matters requiring his/her attention.

  • Provides training and presentations as needed in a positive and professional manner.

  • Reviews all waste approvals and provides second signature authorization.

  • Provides technical assistance to operations in order to improve existing or develop new treatment methods. Develops and maintains written documents and/or plans.

  • Maintains a technical communication network amongst various coordinators, and participates in community out-reach efforts.

  • Oversees personnel needs including selecting, coaching, and training employees and evaluating employee performance. Provides input into termination, compensation, and promotion decisions.

  • Submits reasonable budget information and analyzes data versus year-to-date data and prior year budget.

III. Supervisory Responsibilities

The highest level of supervisory skills required in this job is the occasional management of supervisory employees. This includes:

  • Direct supervision of 2 full-time employees, including: Laboratory Manager and the Records & Reporting Supervisor.

IV. Qualifications

A. Education and Experience

Education: Bachelor's Degree (accredited) or in lieu of degree, High School Diploma or GED (accredited) and four years of relevant work experience.

  • Experience: Seven years of prior work experience (in addition to education requirement).

B. Certificates, Licenses, Registrations or Other Requirements

  • None required.

C. Other Knowledge, Skills or Abilities Required

  • Project planning, budgeting, extensive knowledge of hazardous waste regulations, hazardous waste treatment, site operations, chemistry/engineering, and supervisory/management skill required.

The expected salary range for this position is $80,000-$110,000. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location.
